COMCTL32.DLL fails on NT when doing multiple transfers

We're initiating about 20 transfers simultaneously on Windows NT 4.0.1381 and get a dialog box as follows:

coreftp.exe - DLL Initialization Failed

Initialization of the dynamic link library C:\WINNT\system32\COMCTL32.DLL failed. The process is terminating abnormally

We're running version 5.81 of COMCTL32.DLL.


Anyone have an idea how to fix this?
