Server GUI won't launch

Having a new issue on a previously working server where running coresrvr.exe does not produce a visible GUI. You can see the process in Task Manager and that it's consuming CPU resources, but nothing appears. I've tried stopping/starting the csrv.exe service, restarting the server, and running Windows updates. Any ideas?
