Unable to use this key file; happens with OpenSSH new and old format

So I get the error message "Unable to use this key file (OpenSSH SSH-2 private key (old PEM format) but I also get "Unable to use this key file (OpenSSH SSH-2 private key (new format).

I am not sure what else to try. I have converted both to PPK using Puttygen but nothing works.

In Puttygen I went into the "Parameters for saving file" and changed it to PPK file version 2 as some articles indicated to do that. Still nothing.

Anyone have any thoughts?
