Due to backward compatibility issues with OpenSSL 1.1.1 (no SSLv3 support), there may be a need for two versions of each build type. In instances that SSLv3 is required, the Windows SSL option (SSPI) should still support it in most cases. The 32-bit version still uses OpenSSL 1.0.2, while the 64-bit version uses 1.1.1 (TLS v1.3 support)
