"forcibly disconnected by remote host" message

I am periodically unable to log on when port 21 appears in upper left-hand box of transfer screen. The above message then invariably appears. I thought at one point it might be a random connection issue during high use times as I only use the server a few times a month and it happened only some days in the late afternoon. This is the first time I've had the problem the next morning as well. Any idea what's up? My clients are awaiting their results!
