Core FTP

I am having problems with my Core FTP Server version 191. I have several users created in Core FTP server and I am able to sign into the server with any of the ID's, but I am getting a "550 Access denied..." error when I try to open any of the files or folders. I have granted full access to the folders and subfolders in Core ftp permissions and I have granted full NTFS permission to all domain users as well. I tried to activate AD and winnt users and neither of these worked.
