aksing for password even when using key authentication

I have client who supplied me with a public key to authenticate and I have applied the key to the user account in the CoreFTP server side.

The problem is the CoreFTP server is asking for a password even though there is no password. Is there a way to not prompt for a password when the client is using keys to authenticate.

They are using command line to connect to the CoreFTP server.
